White papers are documents containing proposals for Community action in specific area. White papers contain an official set of proposals in specific areas and are used as vehicles for their development.
The list contains the general outline of the White Paper that published since 1985, and provides access to the full or summarised version of these texts. Certain documents published before 1993 are, however, not available on-line. For more details
Green Papers are documents published by the European Commission on a specific area. They invite the relevant parties (organisations or individuals) to participate in a consultation process and debate on the basis of the proposals they put forward. The consultations can be accessed on the Your Voice in Europe.
